A friend of mine in Portland, OR is looking for a boot fitter in that area to get some plastic boots punched out. Any recommendations?

I had my liners molded at the Mountain Shop in Portland (NE Broadway) a few years ago, and everything went smoothly. I've never personally had anything more aggressive done there, but they have a good reputation.

Ski Chalet has been a great shop over the years, although I haven't been there for a while, so I don't have recent experience. Here's the link to their shop with some comments about custom bootfiting.........

Mountain shop is also good. They can get really busy so sometimes it's difficult to get personal attention. They charge by the hour for custom bootfiting work, so ask for an estimate before turning them loose on your boots. Stretching of your boots plastic shells sometimes requires that you leave the boots with them for several days, so plan accordingly...
Here's their website.......
